GKV Servicecenter GmbH (GKVSC) is conducting a market survey / expression of interest procedure in preparation for an open procedure for the procurement of an output management system

Purpose:

• Market research pursuant to Section 28 of the German Procurement Ordinance (VgV) / Article 40 of the Directive
• Preparation for a subsequent reduction of the deadline pursuant to Section 15 Paragraph 3 of the German Procurement Ordinance (VgV).
• Gathering technical, economic and organizational parameters
• Determination of the estimated total order value (net).
• Identification of suitable interested parties

Subject of the contract:

Integration of an output management system (OMS) with the industry software Bitmarck_21c|ng, including training and optional maintenance/support

Eligible additional clients:

• IKK Brandenburg-Berlin (approx. 550 employees)
• Die Bergische (approx. 125 employees, optional)
• BKK Melitta HMR (approx. 195 employees)
• BKK Werra-Meissner (approx. 82 employees, optional)
• BKK Herkules (approx. 60 MA, optional)
• Karl Mayer (approx. 16 MA, optional)

Product Lifecycle Requirements:

• Software version must remain available for at least 10 years without discontinuation
• In case of early termination: penalty of €20,000 net.

Estimated order value:

Determined based on market research — taking into account the 7-year cost models

Contract duration:

• Initial term: 4 years
• Option: up to 3 extensions of 1 year each
• Maximum: 7 years
• Automatic renewal for one year unless cancelled 7 months prior to expiry

Lot division:

The total service is not divided into lots.

Eligibility requirements:

At least 3 references about the

• Migration of the offered product
• for organizations with at least 200 employees each.

Award criteria (for the subsequent tender)

• 50% Price
• 50% Performance

Performance is assessed based on the capabilities of the personnel deployed, according to the school grading system (1.0–6.0)

Timetable:

The EU announcement of the Open Procedure with shortened deadline will take place immediately after the completion and evaluation of this market research/expression of interest procedure
